Minnesota’s Community Health Services System, formed in 1976, created the infrastructure for public health in Minnesota. This infrastructure, including 49 community health boards, combines state and local resources to increase the efficiency and effectiveness of public health services. Every area of the state is under jurisdiction of a locally administered Community Health Board established and supported by local government. The Ramsey County Board of Commissioners acts as the Community Health Board for Ramsey County. Ramsey County’s health department is the Saint Paul - Ramsey County Department of Public Health.

One of the major responsibilities of a community health board is the preparation of a community health plan. A community health plan must include 1) an assessment of the health of the community over which the board has jurisdiction and 2) a plan of prioritized goals and objectives for addressing the problems identified through the assessment.

Services of Ramsey County Department of Health include Adoption, Child Care Information, Emergency Management, Foster Care Child, Housing Help, Adult Mental Health / Chemical Dependency Services, Nursing Home, Welfare Reform, Violence Prevention, Children's Therapeutic Services and Support.
